Under2 Coalition seeks partners to help governments track progress on climate targets

LONDON: The Climate Group has launched a call for partners to support the Under2 Coalition, a bold initiative committing sub-national governments to greenhouse gas (GHG) emissions reductions with the aim of achieving net-zero by 2050.

The Under2 Coalition, of which The Climate Group serves as secretariat, builds upon the Under2MOU, an agreement created by the governments of Baden-Württemberg and California – both members of The Climate Group States & Regions Alliance.

To join the coalition, governments are required to sign a Memorandum of Understanding and commit to reducing their GHG emissions by 80-95%, or agree to limit their CO2-equivalent per capita to 2 metric tons, by 2050.

Signatories also pledge to measure and report regularly on their progress and The Climate Group is seeking partners to support governments in achieving their targets.


To date, the Under2 Coalition brings together 135 governments, spanning six continents and 32 countries, and represents approximately 780 million people with a collective GDP of over US$21 trillion – the largest economic entity in the world.

Given The Climate Group’s strong record on convening and connecting government and business leaders, the Under2 Coalition is a driving force for collaborative action. The 135 government signatories of the Under2 MOU have committed to work together to set out the milestones needed to achieve zero-emissions by 2050, share best practice, and track their individual and collective progress.


The Coalition supports Under2 MOU signatories in developing the right polices and pathways towards deep decarbonization, and ensuring governments have the expertise and systems in place to assess their emissions accurately and track progress against their targets.

Enhancing and harmonizing Measurement, Reporting and Verification (MRV) processes is crucial in the effort of raising awareness of climate change and the necessary GHG reductions, to consolidate data infrastructure for reporting GHG emissions and ultimately to reduce GHGs.

“Currently, not all signatories have developed inventories or report on their emissions annually because of both technical and resource challenges,” says Jean-Charles Seghers, Compact of States and Regions Manager, The Climate Group.

“The Under2 Coalition wants to promote reliable inventories, measurement, reporting and verification across all sectors in order to build a consistent, global set of standardized data – that in turn will spur an informed, scientific discussion around these themes.”
